THE PHILOLOGICAL SCHOOL OF HIGHER EDUCATION STATUTE
in Wrocławiu

Chapter 1

GENERAL RESOLUTIONS

§ 1

  1. The Philological School of Higher Education in Wrocław, hereafter referred to as “College”, functions on the basis of the Institutions of Higher Vocational Education Act of June 26, 1997 (Dz. U. No. 96, poz 590 along with later amendments), hereafter referred to as “act”, articles made for that act and this statute.
  2. The headquarters of the school is in Wrocław.
  3. (...).
  4. The school is a legal entity.
  5. School is registered by the Ministry of National Education and Sport.
  6. Political activities are not carried out on the premises of the school.
  7. In accordance with the statutory regulations, The Ministry of Education and Sport supervises the school along with the founder and the Council of founders of The Philological School of Higher Education within the bounds stipulated in the statute.

 § 3

  1. The school carries out educational programs in the vocational specializations as postulated in the permission of the Ministry of Education and Sport.
  2. The school educates on the higher vocational level.
  3. Graduates of the school receive a diploma certifying the completion of the higher vocational studies and a vocational degree – „licencjat”.
  4. The main system of studies is the full-time day studies. The decision to initiate the extramural studies and the postgraduate studies as well as the specialist courses is made by the Council of Founders after consultation with the rector of the school.
  5. Graduates of the school can apply for graduate studies to schools licensed to conduct such studies.

 § 4

The basic aim of the school is to:

  1. educate and prepare students to undertake work in accordance with the plan of studies and the program of studies,
  2. educate in order to supplement the specialized vocational knowledge and skills,
  3. conduct academic research,
  4. conduct publishing activities of the academic achievements of the faculty, among others,
  5. conduct specialized courses,
  6. take care of the physical health and development of the students,
  7. educating students in a democratic atmosphere, patriotism and respect of human rights, responsibility for public good, country and one’s own work.

 § 5

In order to realize these aim, the school:

  1. cooperates with other institutions of higher education, in particular through entering into contracts which ensure a high level of education in the range of basic subjects and the development of the academic staff,
  2. cooperates with foreign institutions of higher education,
  3. cooperates with the national and international academic and economic institutions,
  4. cooperates with the national and local government as well as with other financial institutions,

 Chapter 2

 THE ADMINISTRATIVE UNITS OF THE COLLEGE

 § 6

  1. The collegial administrative units of the school are:
    1) the council of Founders,
    2) the senate.
  2. One-person administrative units of the school are:
    1) rector,
    2) chancellor. 
    (...)

§ 8

  1. The senate consists of: 
    1) the rector as the chairman,
    2) the pro-vice chancellor,
    3) the chancellor,
    4) the vice-chancellor,
    5) three representatives of the academic staff appointed by the chancellor after consultation
        with the rector,
    6) two representatives of the rest of the school employees appointed by the chancellor,
    7) two representatives of the student government.

    6.   The following fall within the competence of the senate:
          1) establishing the principles of drawing up the plans of study and approving the program
              of studies,
          2) presenting to the Council of Founders with conclusions concerning the scope of studies,
          3) reviewing motions and approving employment of the academic staff,
          4) passing the senate’s work regulations,
          5) passing the school regulations and the enrollment regulations,
          6) evaluating the didactic and research work of particular organizational units upon
              the chancellors request,
          7) appointing members of the disciplinary committee and canceling a disciplinary
              committee.

 

 § 9

  1. The rector manages the academic and didactic activities of the school and thus represents the school. The rector is the direct superior of all the staff and students.

  1. The chancellor manages the activities of the school and represents it.

    The vice-chancellor is the chancellor’s assistant.

Chapter 3

ORGANIZATION OF THE SCHOOL

§ 12

  1. The basic organizational unit of the school is the department.
  2. Furthermore, the school will develop the following organizational units:
    1) research units,
    2) the school library.

 Chapter 6

 STUDIES AND STUDENTS

 § 21

  1. Every person who possesses a maturity certificate and meets the requirements as stipulated in the enrollment regulations is eligible for admission to this college.
  2. The enrollment regulations will be published and posted on the school premises and on the school’s website no later than on Dec. 15 of the year preceding enrollment to the first year of studies.
  3. Point 2 does not apply to the first year of the schools activities.

 § 22

Admission into the school occurs after the student is matriculated and takes the following oath:

 „I hereby solemnly swear that I will:

  • conduct myself morally and civilly and worthy of a student of The Philological School of Higher Education in Wrocław,
  • be persistent in the pursuit of knowledge and development of my own self,
  • avoid everything that may undermine the good name of the School and the dignity of the students,
  • be respectful towards the administration as well as to all members of the School,
  • abide by the rules guaranteeing order of the school as well as respect school property.”

 § 23

  1. Courses in the college are not free of charge.
  2. Tuition is paid for by the student or by other people or legal entities.
  3. More detailed payment procedure is established by the chancellor in the school regulations.

 § 24

  1. The students of the college can establish a student government, which would function on the basis of regulations passed by the school’s student government body.
  2. The regulations are valid only after its concordance with the school statute is approved by the senate.
  3. The student government body is the only representative of the whole student body.
  4. The rector will rescind a resolution passed by the student government, if it is in contradiction with the school’s regulations.
  5. The student government carries out its activities on the premises of the school in relation to the academic, cultural and social/existential needs of the students.

 § 25

  1. In cases connected to disciplinary responsibility of the students, the ruling bodies are:
    1) the disciplinary committee for the students,
    2) An appeal disciplinary committee for the students.
  2. The committees rule as a three person body consisting of the chairperson, who is an academic instructor, and one representative of the staff and one representative of the students.
  3. The members of the disciplinary committee and the appeal disciplinary committee for students are appointed by the senate upon the rector’s request and among the students, whose candidate is proposed by the student government body.
  4. The members of the committee mentioned in section 1 and 2 are appointed from among the academic staff for the duration of the senate’s term, and from among the students for the duration of the student government term. The student’s appointment to the committee will expire with graduation or withdrawal from the school.

 § 27

The statute comes into force the day it is approved by the Minister of National Education and Sport.
